Rio Tinto IVMS and DFDM Specs for Contractors | V5.0 (2026) | Group 1, 2 and 3 Requirements
Rio Tinto’s Version 5.0 IVMS and Driver Fatigue & Distraction Monitoring (DFDM) specification introduces a risk-based framework that defines the safety technology requirements contractors must meet before mobilising across Pilbara operations. While existing systems installed before the February 2026 update remain compliant, all new mobilisations must satisfy the new Group 1, 2 or 3 requirements based on operational risk, vehicle usage and driving exposure.
The guidance expands expectations around AI-based fatigue monitoring, IVMS functionality, driver alerts and compliance reporting, with contractors required to assess their classification using Rio Tinto’s new grouping calculator.

Do Existing Systems Need Updating?
No. Rio Tinto has confirmed that systems installed before Version 5.0 do not need to be retrospectively updated. If your IVMS and DFDM were already installed and operational before this revision, your current system remains compliant. The requirements below apply to new installations and new contract mobilisations going forward.
Which RTIO Sites Does This Apply To?
RTIO-0952473 covers all Rio Tinto Iron Ore operations across Western Australia’s Pilbara region. Any contractor operating vehicles at these sites falls under this spec.
The operational hubs include Greater Tom Price (Tom Price, Marandoo, Western Turner Syncline 1 and 2), Greater Paraburdoo (Paraburdoo, Eastern Range, Channar, Western Range), Greater Nammuldi (Brockman 2, Nammuldi, Silvergrass), Gudai-Darri, Hope Downs, West Angelas, Yandicoogina, Brockman 4, Robe Valley (Mesa A, Mesa J), and Rhodes Ridge.
The spec also covers access roads and travel between sites. This includes driving to and from camps and accommodation towns such as Dampier, Karratha, Pannawonica, Paraburdoo, Tom Price, and Wickham.
How Rio Tinto Groups Contractors
Rio Tinto assigns every contractor a Group classification based on risk. This determines the level of IVMS and DFDM capability your fleet needs. Each contractor is assessed annually.
What Rio Tinto Considers
The assessment looks at the number and type of vehicles in your scope of work, how many employees will be driving, whether vehicles operate on 24-hour shift rotations, whether work occurs in remote or isolated locations, and whether a driving risk assessment flags any high-risk activity.
How to Confirm Your Group
V5.0 introduces a new tool for this: the Contractor Vehicle Category Grouping Calculator (RTIO-1062303). Contractors can use this to confirm their classification directly.
When IVMS and DFDM Become Mandatory
Group One and Group Two contractors must install Driver Awareness and Alert Systems if their vehicles meet any of the following criteria: Mass Transport Vehicles carrying 9 or more occupants; light vehicles (up to 4,500kg) or light trucks (8,000kg or above) travelling more than 10,000km per year; or any vehicle where a risk assessment identifies high-risk driving.
Group One Requirements | Full Specification
Group One is the most demanding classification. It applies to contractors with high driving exposure, 24-hour operations, remote work, or elevated risk profiles.

Group One | IVMS
Your IVMS must deliver all of the following:
Unique driver identification for every operator. Smart firmware that starts the vehicle when a valid ID is scanned and immobilises it without one. Where immobilisation cannot be provided, you must use an alternative method to prevent theft. Real-time notifications sent via email, SMS, or app push to line managers for every event or incident. Geofencing capability. GPS-based speed monitoring with comprehensive speeding reports. Data download for analysis and incident investigation. Driver confirmation of system readiness.
Group One | Real-Time Driver Alerts (IVMS)
Your system must alert the driver in real time for the following events: harsh acceleration and harsh braking (accelerometer-based); speed exceeding user-defined geofence-based limits; speed alarmed at 105km/h where the limit exceeds 100km/h (up to 5km/h exceedance is permitted before alerting); driving without a seatbelt; and driving over 2 hours and 30 minutes without a rest break.
Group One | Driver ID and Immobilisation
The driver ID and immobilisation requirement means your IVMS must be hardwired into the vehicle and connected to an immobiliser relay. This adds to installation cost and creates a fixed solution. Group One | Geofence Speed Monitoring
Your IVMS provider must maintain current RTIO speed zone data. Digicore keeps the most recently updated RTIO geofences pre-loaded as KML data across all contractor configurations. This ensures speed alerts align with site-specific limits across every operational hub from the moment of installation.
Group One | DFDM
Your DFDM system must deliver all of the following:
A fatigue alert within 1.5 seconds of eye closure at 20km/h or above. A distraction alert when the driver looks away for more than 5 seconds at 30km/h or above. An alert when the camera cannot see the driver’s face for 2 minutes or when something obstructs it. An alert when glasses obstruct the system’s ability to monitor fatigue. A yawning alert paired with a seat vibration (haptic) response. A seat vibration alert for all fatigue events, not just yawning. Satisfactory infrared illumination to penetrate sunglasses and enable fatigue monitoring in low light. Real-time notifications to line managers. Data download capability. A pre-start procedure that tests the fatigue and alarm elements before driving.
V5.0 also recommends (but does not mandate) that contractors install the ability to capture 15 seconds of footage before and after an event from a forward-facing dashcam and transmit it to off-vehicle storage.
Group One | Seat Vibration (Haptic Alert)
The seat vibration requirement is new in V5.0. Every Group One installation going forward must include a haptic seat pad connected to the DFDM system. This delivers a physical alert for fatigue, drowsiness, and yawning events. Group One | Sunglasses and Infrared Monitoring
V5.0 requires the system to detect when glasses obstruct fatigue monitoring and to penetrate sunglasses using infrared illumination. This reflects the reality of Australian mine sites, where polarised and tinted safety sunglasses are standard PPE. Group One | Pre-Start Procedure
V5.0 requires “driver confirmation of system readiness” and a test of the fatigue and alarm elements before driving. Our IVMS 2.0 system delivers a “trip started” confirmation through video.digicore when it initialises. Rio Tinto has not yet published specific technical criteria defining what constitutes a compliant pre-start test. We are working with RTIO directly to clarify the expected standard.
Group Two Requirements | Reduced Specification

Group Two applies to contractors with moderate driving exposure. The DFDM requirements match Group One exactly. The IVMS requirements are lighter.
Group Two | IVMS
Group Two removes four IVMS requirements that Group One demands: unique driver identification, smart firmware with immobilisation, real-time notifications to line managers, and geofencing. This simplifies the installation significantly. You do not need to hardwire the system into the vehicle’s immobiliser circuit, which reduces cost and allows more flexible deployment.
Your system must still alert the driver in real time for harsh acceleration and harsh braking, speed above geofence-based limits (alarmed at 105km/h where the limit exceeds 100km/h), driving without a seatbelt, driving over 2 hours and 30 minutes without a rest, and provide data download capability.
Group Two | DFDM
All DFDM requirements from Group One apply equally to Group Two. The same camera, haptic seat pad, fatigue monitoring, glasses obstruction detection, infrared illumination, and pre-start test capabilities are required regardless of your Group classification.
Group Two | What This Means in Practice
Group Two is often the entry point for contractors mobilising to RTIO sites with moderate vehicle fleets. The IVMS side is simpler, but the DFDM side is identical to Group One. Group Three Requirements | Minimum Specification

Group Three applies to contractors with low driving risk exposure. The requirements are significantly lighter.
Group Three contractors must have systems and processes in place to manage driver fatigue and driver behaviour. They must also maintain a register of vehicles and drivers. There are no specific IVMS or DFDM hardware requirements for Group Three.
Sub-Contractor Requirements
Where a primary Contract Partner holds a Group One or Group Two classification, all sub-contractors must meet Group Two requirements as a minimum. The exception applies to Mass Transport Vehicles carrying 9 or more occupants. These must meet Group One requirements regardless of the primary contractor’s grouping.
Mass Transport Vehicles
Vehicles carrying 9 or more occupants fall under Group One requirements in all cases. This applies whether the vehicle is owned, chartered, leased, or hired. Mass Transport Vehicles must meet the spec from the point of use and are excluded from the standard three-month hire vehicle rule.
What Changed from Previous Versions?
Contractors familiar with earlier versions of this spec should note the following changes in V5.0.
IVMS Changes (Mostly Relaxations)
Rio Tinto relaxed the speed alarm threshold from 100km/h to 105km/h, with an explicit 5km/h exceedance before the driver alert triggers. The continuous driving rest break alert now triggers at 2 hours and 30 minutes, extended from 2 hours and 15 minutes. The spec removed harsh cornering and accident detection from the mandatory harsh event categories. Only harsh acceleration and harsh braking remain. Group One now includes a fallback clause for immobilisation: where smart firmware cannot provide it, an alternative theft-prevention method must be in place. The light truck weight threshold has broadened from “up to 8,000kg” to “8,000kg or above.”
DFDM Changes (New Requirements)
V5.0 introduces five new DFDM requirements that did not exist in previous versions: glasses obstruction detection, yawning detection with haptic alert, mandatory seat vibration for all fatigue events, satisfactory infrared illumination for sunglasses penetration, and a pre-start procedure to test the fatigue and alarm elements.
New Grouping Tool
Rio Tinto has introduced the Contractor Vehicle Category Grouping Calculator (RTIO-1062303) to standardise how contractors are classified.
As noted above, Rio Tinto has confirmed that existing systems installed before V5.0 do not require retrospective updating.

Installation, Reporting, Privacy and Training
V5.0 maintains the same standards for system installation, event management, reporting, privacy, and training from earlier versions.
Installation
Every installation must avoid compromising occupant safety or blocking the driver’s view. Components must comply with Australian Design Rules and Vehicle Standards. A competent person must complete the installation and verify that the vehicle’s power supply is not affected.
Event Management
Contract Partners must document their process for managing events. This includes investigating root causes, addressing non-compliance based on frequency and severity, managing tampering with IVMS or DFDM systems, addressing mobile phone use while driving, and making recorded data available to RTIO investigators when requested.
Reporting
Contract Partners must maintain a reporting structure that provides an overview of all IVMS and DFDM events, supports trend analysis to identify improvement opportunities, and delivers incident data to RTIO on request.
Privacy
Contract Partners must maintain a privacy system that complies with current legislation and informs users and managers of their obligations.
Training
All drivers must receive training before mobilisation. This must cover a system overview, roles and responsibilities, privacy requirements including data storage and access, and the process for managing events and the consequences of breaches.
